Direct charges are not disencumbered when they are removed from a PO or if the PO is canceled

Bug Description

Evergreen version: master

This bug occurs on activated POs with direct charges in which those charges have already been encumbered against a fund.

If you remove the direct charge after the PO is activated, that charge is never disencumbered. Also, if you cancel a PO, direct charges are not disencumbered.

The charge should be disencumbered in both of those scenarios.
