Shorter permalink to bib record

This enhancement will provide a link to a shorter permalink from the record summary page in the public catalog. The link will strip all URL parameters with the exception of the locg and copy_depth parameters. I kept those parameters so that people can share a link that displays just one library or systems holdings (locg alone) or displays holdings from all libraries with a specific library's holdings floating to the top (locg in combination with a copy_depth)

A nice future project to go along with this enhancement is to add social networking links in the same area. I spent a little time looking at it, but I couldn't figure out how to get mkurl to feed an absolute URL to the record into the social networking link.

Seeing this in action now, the Permalink image is different from most of the rest of the icons in that the image itself is not "active". That is, if you click on the icon beside "Place Hold" it acts just as though you had clicked the "Place Hold" text. The only hold out is "Print / Email", probably because it's one icon for two distinct actions.
