slow hold placement on titles with many copies

Bug Description

Hold placement is slow when there are many copies attached to a single bib record. Example record is New Moon by Stephanie Meyer (http://gapines.org/eg/opac/record/4732310) which has 210 copies. Because of the way hold targeting works now, Evergreen has to evaluate the eligibility of each copy before determining whether the hold is placeable. On our 2.7.2 system on PostgreSQL 9.3 on SSDs, this particular hold placement takes 15 seconds from the user's perspective. While this situation was significantly improved by fixes to https://bugs.launchpad.net/evergreen/+bug/1272316, we have enough of a delay that we continue to receive complaints from front-end staff since titles with many holdings are mostly what are being selected for hold requests.
