Note: This is mostly orthogonal to the "Avoid negative balances" work going on in parallel as it addresses a specific situation, but it will be a stop-gap toward the same end if that should happen to slip past 2.8. The reason for the second condition is that the point of this new setting is to have Evergreen consider zero-balance lost/long-overdue transactions as "handled", and that they should not automatically change. Note: This is mostly orthogonal to the "Avoid negative balances" work going on in parallel as it addresses a specific situation, but it will be a stop-gap toward the same end if that should happen to slip past 2.8.
