marc_export won't run without Date::Manip prerequisite

Bug Description
Evergreen master / 2.7 / 2.6
Ever since we merged the new version of marc_export tool based on bug 1223903, there is a need for Date::Manip that may not always be satisfied by installation makefile requirements.
When using marc_export, it may fail to run with errors like... "Can't locate Date/Manip/Date.pm in @INC"
