Bug Description

This is an "enhancement" to Evergreen to add tooltips for three new, RDA fields in marcedit. The branch linked below adds tooltips for the 264, 344, and 347 tags to the en-US translation of marcedit-tooltips.xml. The text was copied and pasted from the LoC documentation.

I pushed another commit adding tooltips for the 345 and 346 tags also.
