Copy Template Editor Summary Displays Database IDs Rather Than Helpful Information

The summary page for the Copy Templates Editor (Admin -> Local Administration -> Copy Template Editor) displays the database ID for Owning Library instead of the library shortcode.
Loan Duration and Fine Level also display the ID instead of the human readable value. Ie. "2" rather than "Normal".
If you go into the actual template the library shortcode and human readable values display rather than the IDs.

Setting this bug to Won't Fix since it is fixed in the web client and the xul client is now deprecated.
