oils_ctl.sh doesn't accept -y or -z options

Bug Description

Evergreen version: *

In order to specify alternative locations for oils_z3950.xml or oils_yaz.xml you're intended to invoke oils_ctl.sh with -z or -y, respectively, however y:z: was left out of the getopts line, so attempting to use them gives you an illegal option error and no running server.

A fixed and tested version awaits at collab/jboyer/lp1340947-oils_ctl.sh . It would be nice to see this make it into 2.7.0 since it's such a simple fix.

Thanks for the patch Jason! Pushed to master and backported to rel_2_6 and rel_2_5 as well as a bug fix.
