misleading hold placement failure message

Bug Description
Consider the situation where a title has two items, one that is not permitted for holds by virtue of age protection, and the other is eligible.
Then consider Patron A, who has a penalty of PATRON_
Patron A placing a hold on the title will get a hold placement failure, with the message pointing out the age protected item as the reason, when it was really the PATRON_
Patron B will successfully place the hold.
It may not be possible to intelligently pick one reason over another to display to the user in all cases; a simpler solution might be to show all failure reasons or--*horror*--none. Thoughts?
