Add some fixed field seed data for COM and SER

There are a few useful fixed fields we're missing mapping data for, so this branch adds three: Freq, Regl, and File. There are certainly more, but here's a bit that's of use to folks in the wild using the fixed field editor improvements.

Targetting 2.6.1 since it's a data-only "feature". Branch coming in 5 ... 4 ... 3 ...

I installed and tested against current master - no problems found, so assuming it's good.
