to replicate
1. create a hold in the TPAC
2. see message that says hold was successfully placed, but "on hold" counted doesn't increment until user takes some action to refresh that part of the page, like clicking on "on hold" to view current holds.
3. from the current items on hold screen, if you then cancel the hold, the on hold counter doesn't decrement until user takes some action to refresh that part of the page.
Expected behavior:
counters in TPAC adjust automatically to reflect newly added or canceled holds.
