Vandelay should not match on deleted records

Evergreen version: master

When uploading records through the acq Load MARC Order Record interface, Vandelay will match on records in the system that have already been deleted. The upload will be successful, but, when the user then tries to activate the order, they get the following message:

Event: 1228:BIB_RECORD_DELETED -> The requested bib record is marked as deleted

I don't know if Vandelay matches on deleted records in the MARCH Batch Import/Export interface, but, in either case, it shouldn't be matching on deleted records.

2.12-beta -- I was unable to replicate this in Vandelay either within Load MARC Order Records or MARC Batch Import/Export interfaces. I was able to load a record & activate a PO that should have matched a deleted record, and it was imported as a new bib record with a new bib ID.
