No content on next screen when performing browse search for "empty" term

Bug Description

EG Master (2014.02.13)

Problem: When I click the "Browse the Catalog" link, clicking the "Browse" button without entering in any term brings up only ~6 results, and clicking "Next" brings me to an empty screen. This appears to be the case regardless of the type of browse search I am doing.

When no search terms are entered, I am assuming that I should expect to be browsing through the entire collection of the browse type specified. I am also assuming that such a search term (empty) is valid when doing browse search, versus the usual basic search, where I would see the error "Please enter a search term in the Search box".

Personally, I think I'd like to see the addition of an error similar to other searches where it suggests putting an actual search term into the field.

This is still an issue in 3.6.1 / Bootstrap OPAC.

If I am in Browse for Titles and I click the Browse button without entering a starting point, it *appears* to load the first 6 records, and I would expect that clicking Next would load the next set, but it comes up empty.

I'd be in favor of having it actually start at the first record if nothing is entered.
