Bug Description

Evergreen version: master and below

By default, Evergreen displays a printer prompt when checking in an item that needs to be routed to the holds shelf or put into transit. In addition to allowing staff to choose whether to print a slip or not, this prompt also serves as an alert letting staff know where the item needs to go. In most cases, staff always want to print that slip and therefore use the Auto-Print Holds and Transit slip check-in modifier so that the slips automatically print without any action from the user. In that case, the printer prompt/alert is suppressed, and the printer dialog (if enabled) or the actual printing of the slip serves as the alert.

In Massachusetts, our libraries typically want to always print holds slips, but not print transit slips since our statewide delivery system no longer uses transit slips.

We are able to make this distinction by using the settings in Local Admin -> 'Do not Attempt Auto-Print' Settings to disable auto-print for transit slips. However, if circ staff then use the Auto-Print Holds and Transit Slip check-in modifier so that their holds slips are automatically printed, they lose any kind of alert when an item needs to go into transit.

If automatic printing is disabled for holds or transit slips, then the printer prompt/alert should display for those types of slips regardless of whether the auto-print check-in modifier is enabled or not.

Another approach to this problem might be to provide distinct check-in modifiers to automatically print holds and transit slips. We could then choose to automatically print the holds slip and then not automatically print transit slips, which would give us the alert we need.
