Public schema normalizing functions are missing from config.index_normalizer

Bug Description

The normalizing functions added via Open-ILS/src/sql/Pg/002.schema.config.sql are not INSERTed into config.index_normalizer.

While these functions are not present, these normalizations will not occur.

Most of the normalizers in Liam's patch already exist in config.index_normalizer. Presumably they were added through other patches since this bug was opened. The only one that's not represented is public.content_or_null.
