ACQ funds selector should sort by year, code

The ACQ fund selectors in the search, PO, and picklist UIs should sort funds by fund year and code for consistency.

This patch adds support for sorting in the search UI. The same idea (applying "searchOptions") can be expanded to other UIs as needed.

Since the branch on bug #802700 has been committed, and since it seems to solve all cases mentioned on this bug, I think we can mark this as committed (or duplicate, if it seems better).
