Vandelay queued record creation can timeout, causing queue creation failure

Evergreen 2.4+
If a record match set query, which occurs during Vandelay queued record creation, takes longer than 60 seconds (the default CStoreEditor timeout), the entire queue creation transaction will fail, resulting in an empty queue. While the real solution is to make the matching faster (indexes, etc.), upping the timeout will at least allow imports to complete where long-running match queries do occur. To that end, here is a belt-and-suspenders patch to increase the record creation API call timeout to 10 minutes.
