Bug Description

Open-ILS/src/support-scripts/action_trigger_aggregator.pl, whose job is to collect A/T event output for packaging/delivery, produces duplicate output for grouped event definitions when multiple events link to the same event output. While diagnosing this, I also noticed it fails to combined --start-date and --end-date into a single filter when both are specified, leading to last one wins. Patch to repair these forthcoming.

This has been running in production for months, so I've tested this and pushed it to master, rel_2_7, rel_2_6, and rel_2_5. Thanks, Bill!
