Revive old holds documentation

Various sections of older documentation have been identified as missing from the master docs, specifically from Evergreen versions 2.1 and previous. This bug will attempt to revive the Holds section from 2.1 and reintegrate it with the master docs.

I intend to keep working on this particular branch, so this bug is mainly intended to raise visibility of the need for reviving missing docs sections (and the progress of this project), and to test out the Launchpad workflow for use by the Documentation Interest Group (DIG).

Thanks to yboston's intern who converted this doc from DocBook into AsciiDoc, and also thanks to jventuro and yboston for proofreading and testing the AsciiDoc.

I have proofread the old Holds documentation, made a few corrections, and pushed it to master, 2.5 and 2.4. Anyone is welcome to review this section and submit corrections, improvements, updated screenshots, etc.
