Help text on patron registration screen not displaying

I have an entry in the database for config.idl_field_doc with the following values:

id = 1
fm_class = au
field = dob
owner = 1
string = "Birthdate Help text goes here!"

When I go to register a patron, there is a magnifying glass next to the DOB field, which is expected, given that I have the above entry. However, when I click on the magnifying glass next to the DOB field, I do not see the expected help text, but an empty box where the help text should be.
