Funds missing year and not sorted in acq general search

Bug Description

When using the acquisitions general search interface, the funds dropdown values for lineitem-details (and maybe elsewhere?) have no associated year, and also are unsorted. This makes it basically impossible to search by fund once you use acquisitions long enough to have multiple fiscal years using the same fund code.

To reproduce:
1) Create an acq environment with multiple funds, preferably with examples of the same code in multiple fiscal years, and different codes in the same year.
2) In the staff client, select "Acquisitions->General Search"
3) In "Select Search Method", select "LID - Fund"
4) Witness the chaos

Tested on 2.3. The year is not showing up in the Acquisition General Search.
