feature request: enable filtering by active/inactive patrons in duplicate patron checking

Duplicate patron checking in the patron registration interface is currently filtering out users marked active = false. We propose the addition of a per-organizational unit setting that allows duplicate patron checking to include inactive users.

This has recently become an issue here and I've just started looking into it. Given that there's no reason an inactive account can't be re-activated and the benefits of having a lot of duplicate (if somewhat out-of-the-way) accounts are so few, is there really a need to make this dependent on an OU Setting?

I've put a branch together that includes inactives in dupe searches and has a release note in case it's accepted as-is. If someone would like to add an OU (I'm not particularly for it) feel free. (but I forgot to make it a collab branch. :-/ )

+1 to including inactive users without the OU setting. If I have time, I'll try to test this branch before 2.9 beta, but I have a lot of other branches on my list to test this week.
