no option to un-cancel item on purchase order

Bug Description

Possible feature request:

As of version 2.4, there is not an option to un-cancel an item on purchase orders in the acquisitions module. A feature that allows you to un-cancel at the item and lineitem levels may be useful for processing previously cancelled/backordered items that have been received.

As of 2.11 this remains the same. If an item is using a cancel reason which keeps debits, then when received it should automatically change the cancel reason to received. If this action took place it would help to eliminate some of the purchase orders that retain an open order status even after all items have been received and paid. Related to bug #1257915.
