Bug Description

Some staff have requested the ability to flag serial notes as "receive-time notes" and to alert those notes when receiving items. The alerts should include all subscription, distribution, and item notes attached to the item being received.

USE CASE (from IISG):
One of our libraries only puts security strips in select serials. They might security strip the Journal of American History but not the The Historian. They will put in a subscription note, "Apply security strip", so that when a clerk receives the serial they will know to put this in.

I've added a commit for release notes to my branch below. I could sign off on Dan's commit because I helped test it, but I'll leave some time for others to look at it.

After a couple of iterations of testing this with Dan and Remington here, in the final set of commits that I actually pushed to master, I forgot actually sign-off on the biggest commit (471bb8b53bb46da3978ff1390fba547ba4c8e8ca).

I meant to. It works. Sorry. :-/
