Reporter interface can show duplicate lists of templates resulting from multiple clicks on the folder

Evergreen 2.3.7
In the Reports interface, if a user clicks multiple times on a template folder before the page loads, they will see their list of templates repeated as many times as they clicked. When the screen loads, only the last iteration of the list will be "active". If a user chooses a template from the first iteration of the list, they will get pop-up prompting them to "Please select an item from the list." If they choose a template from the last iteration of the list, they are able to create a report.
This behavior only happens when clicking on template folders. Clicking multiple times on an output folder does not produce repeated lists.
This causes a lot of confusion for users the first time it happens to them. Once it's explained, they are able to avoid it, but we've had a lot of support calls from users who experience this and think something is broken.
