script to generate base set of pgTAP tests

I took the work from collab/phasefx/pgtap_generator minus the examples from collab/phasefx/pgtap and squashed them into a master-rebased branch, collab/phasefx/pgtap_generator_squashed

This script simply spits pgTAP tests to STDOUT, and does nothing to affect Evergreen itself.

Nothing special is needed to run the script except Perl, the perl modules DBI and Getopt::Long, and access to an Evergreen database. But to run the tests thus generated, you need pgTAP installed on the target database.
