eg2.4 paying lost bills does not close circ

This was first report by our site. Our test confirms that no xact_finish is inserted when making payment to lost bills and make the balance 0.00.

Hmm, not sure but this might be related to work done in 2.4 and some new library settings:

"Close transaction when lost balance equals zero" and "Leave transaction open when lost balance equals zero"

Not sure what the default actions are, but that seems to be likely related to the report issue. Marking incomplete pending further details.

Oops! I just noticed that our LSE "Close transaction when lost balance equals zero" was wrongly set to TRUE. Our intent is to close such circs.

 Please delete this bug if you can.

But there seems another 'interesting' issue. With the value of TRUE for the above setting, voiding lost bills closes circ. Partially paying and voiding bills may also result in the circ being closed (say pay the cost first, then void the processing fee). The setting does not produce consistent results.
