Bug Description
Wishlist item from PINES libraries:
In the user editor, when a patron's date of birth is entered and their age is less than 18 years old, the "Juvenile" box is automatically checked. Our libraries would also like to have the Parent/Guardian field to be a required field when a patron is determined to be a juvenile. I would imagine other Evergreen-using libraries would want that to be configurable, so I'm assume that would come along with a setting in the Library Settings Editor (YAOUS) as well to turn that feature on or off.

Ideally the guardian field should link to the guardian's info.
