Bug Description

For the command-line configured tab feature presented here:
http://docs.evergreen-ils.org/2.4/preset_tabs.html

This doesn't work for me in master and 2.4.0. This error seems likely related:

Seems like a race condition. One invocation of the client did bring up the pre-set tabs.
