Bug Description

EG. master

When going to Admin->Local Administration->Standing Penalties, (and assuming that there are contents on the page such that there is a vertical scroll bar present) any of the following actions causes the vertical scroll bar to decrease in size (in other words, causes the "page" to become longer and longer):

1. clicking to sort on columns
2. modifying/creating a new Penalty Type
3. click "back" or "next"
