Add upper limit to number of users returned by collections API calls

Bug Description

This is a wishlist bug.

In the case of a library system beginning use of a collections service, it can be useful to put an upper limit on the number of users returned by the "users of interest" API calls.

These limits can compliment the existing date range arguments, and are especially useful in cases where batch processes have resulted in many users having balances / standing penalties applied during a given date range.

A working branch with a first implementation for the open-ils.collections.users_of_interest.warning_penalty.retrieve method is available:

I addition to the API call which this working branch focuses on (open-ils.collections.users_of_interest.warning_penalty.retrieve), I believe the API call open-ils.collections.users_of_interest.retrieve would benefit from this limit. I don't believe that the limit would make sense on any other open-ils.collections methods.
