PATRON_EXCEEDS_FINES popup doesn't obey staff client language

The popup for error 7013, PATRON_EXCEEDS_FINES shows the text "The patron in question has reached the maximum fine amount" in English even when the staff client language is set to something else. Other than that text and the all-caps error code, everything else in that popup is in the chosen language.

I suspect all the other error popups will also display their errors in English only.

This bug is definitely no more relevant in either the XUL or the web client.

In cases like this, where we're pretty confident it was a real bug at one time, but is working now, I think "Fix released" is our best choice (though I have no idea what release to target it to), so that's how I'll mark this bug. If it were never really confirmed, I would probably choose "Invalid". Anyone have strong feelings?
