Target audience incorrectly defined as a fixed-field attribute for serials

Bug Description

The seed data includes a mapping of the target audience (Audn) from the 006/05 and 008/22 for serials (AKA continuing resources). However, the target audience is defined only for books, computer files/electronic resources, music, and visual materials:

http://www.loc.gov/marc/bibliographic/bd008.html

For serials, the 006/05 & 008/22 position is used for "Form of the original item".

The primary effect is that searches that filter on audience can pull up serial bibs incorrectly.

Adjusting the seed data is straightforward, but there's perhaps a broader question here: if a given record lacks a particular SVF attribute, should a search that filters on that attribute bring up that record or not?
