Work Log does not log holds placed via the “Un-cancelled” hold option

Bug Description

In the Work Log, you can view logged actions pertaining to circulation related actions, like hold placements or checkouts. Hold placement actions via the Catalogue (F3) and via the patron Holds tab appears to be logged correctly in the Work Log.

However, when you “Un-Cancel” a hold, which I assume is like a hold placement by a staff for a patron, there are no Work Log entries for this type of ‘hold placement.’
