Remove Row context menu option in MARC Editor not reliable

Bug Description

Reported in 2.3.3, confirmed in master, right-clicking on a MARC tag in the MARC editor and choosing the Remove Row option does not always remove the selected row, and will sometimes remove an adjacent row instead. I can't reproduce this reliably, but have reproduced it.

I have not had this happen in the web client. It happened with enough frequency in the XUL client that I deleted from flat text editor.
