Staff client config interface needed for asset.call_number_class

Bug Description

The asset.call_number_class table, which defines available classification schemes, their normalizers, and MARC fields to draw from for suggesting a default call number, lacks a staff client configuration interface.

Having one would be handy, particularly to enable tweaking the MARC tag list without having to resort to the database.

Found an old bug with a lot more discussion, some proposed patches. Marking as a duplicate.

The old bug might not be relevant in that implementation, and might need lots more updating to fit the old/new client.
