Bug Description
C drones should be configuration with min+max idle drones, as an addition to the min/max drone counts.
The master if there are more drones idle than the min idle drone setting, the master should kill off the excess drones.
The Perl drones already have this setting as:
maxsparechildren
minsparechildren
minsparechildre
