TPAC: Users can no longer edit contact info after placing hold

Evergreen 2.3.4 to master
In the JSPAC, users were able to make edits to holds, including updating or adding contact information such as a phone number.
In TPAC, users can still edit holds but are only presented with options about dates and canceling holds. It appears no mechanism is in place to allow users to edit the phone number they may have chosen for a particular hold. It seems to me that holds/edit.tt2 should be updated to allow users to change contact information as they were free to do in JSPAC.
