Editing MARC Fixed Fields - fix blank field behavior

Bug Description

Our libs found out that it looks like when editing the fixed fields in the MARC editor, the fixed field editor in MARC edit will not allow a field that had data in it to be edited to have no information (blank). Spaces must be added to take up that space - otherwise, it retains the old data (after saving record).
I checked it, and confirmed it was caused with 2.3.1.
So I tried to fix it, and here is the working branch I did make changes for our libs.

Note: - After updating the javascript file, you must clear cache of client (Admin/For developers/Clear Cache), close the current client window, open the new one, and you're good to go. <== This makes the client's browser update the new javascript instead of the old cached one.
- This issue should be fixed with the bug 1053074 together.
