require no server-side administration after creating/edit/delete org units

Bug Description

Very much a wishlist item; I have no solution to offer.

It used to be that you simply needed to run /openils/bin/autogen.sh to create OrgTree.js for the JSPAC, force reload browser, and log out and back into the staff client, but now with the org tree being cached in memory in multiple places on the server, we need to restart services (perhaps just the perl services, but I'm not sure) and Apache as well. It would be nice if we didn't have to.
