Bug Description
Our libraries would really like to be able to create and/or assign a part when receiving an issue. In most instances now, they receive an issue and then go to assign the part such as "Jan 2013".

Described behavior to create and/or assign a part when receiving an issue is still highly desired by libraries using parts for serials. Current workaround is to receive a barcoded item in Serials module and then go to Holdings Editor to add parts -- creating a duplication of effort.
