Knowing that typos and omissions are common in email, I think it would be good if you could get clarification on this last sentence:
Our *main* problem is the slow internet connection causes a problem for the people doing cataloging, but circulation does have slowness problems.
I am inclined to read that last phrase with a "not" between "does" and "have" because of the use of "but" as the conjunction. However, it is always best to clarify these things rather than to make assumptions.
