TPAC credit card payments for negative-balance transactions fail

When a patron attempts to pay for a negative-balance transaction via credit card in the TPAC, the payment fails and the TPAC produces a "negative credit card payments are not allowed" error. Note that this situation can easily happen unintentionally when all payment checkboxes are selected, which is the default.

Suggested solution is to de-activate (or hide) the pay fines checkbox next to any negative-balance transactions in the patrons fines display in the tpac, in other words, the UI where the user selects which fines to pay by credit card.

I think a better long term solution is to also clean up billing and voiding so that negative balances are not permitted unless an ou setting allows it.

I have plans to look at billing and payment issues and come up with a coherent overhaul plan.

Noting that in the Bootstrap OPAC the pay fines option is removed if there are any negative bills. It could still use more bullet-proofing, though.

Marking won't fix per comment #2, and since BOOPAC is now the default.
