"Maybe you meant" function - problem when using extended Czech characters

Bug Description

We enabled the function "Maybe you meant" for Czech locale in Evergreen (adding spell checking dictionaries for Czech language). It works fine when using words like "sociologie", "metodika", "imaginace" etc.
But problem occurs when using special Czech characters: extended characters are not recognized as UTF-8 characters, see

We use Evergreen version 2.2
Server environment had been completely switched to "cs_CZ.UTF8", see complete listing:

Wonder if the dictionaries used for Czech are in UTF-8?

Needs verification and testing to see if it also occurs with other languages.
