Inconsistent INSTALL instructions

In docs/installation/server_installation.txt all the commands the admin needs to run are shown like this:

As the *user* Linux account, issue the following command in the Evergreen
source directory to generate the configure script and Makefiles:

------------------------------------------------------------------------------

EXCEPT right after that:

After running `make install`, developers also need to install the Dojo Toolkit

That particular "make install" is not, so it's easy to overlook.

EG & OSRF versions: newest from git.

Close, but I think the Dojo section needs to be moved after the instruction to change ownership of /openils. Otherwise, somebody following the instructions literally would be attempting to copy files as the opensrf user to a directory that's still owned by root.

I moved the particular instructions to install Dojo after the chown command, as gmc suggested.
