Z39.50 Record Overlay does not honor global flag cat.bib.use_id_for_tcn

Bug Description

OpenSRF: 2.1.1 pre release + java patches
Evergreen: Master as of 20121106 && 20121028 likely affects earlier versions
O/S: Ubuntu Precise (12.04.1)
PostgreSQL: 9.1 && 9.2

One of our catalogers reported this in production: "the Z39.50 overlay of records from OCLC places
the ocm/ocn number in the TCN instead of the matching Database ID."

I can reproduce the behavior on my development server.

We have the global flag cat.bib.use_id_for_tcn set to true, so z39.50 overlay appears to be ignoring that flag.

The flag seems being honored on 2.4. I found it during testing. But we don't use it on our production server.

For what it's worth, I could not duplicate this in master (2d2e504), but do see it in 2.3.7

Errrr...actually, I wasn't using OCLC as a Z39.50 target, so ignore my last comment. Sorry for the noise!

I have received confirmation from one of our sites using OCLC that the system has been honoring this global flag since 2.4, so it appears to have been fixed. Marking the bug as invalid.
