Bug Description
I've tested this on 2.0 and 2.2.
Applied Permissions in the user edit screens have their grantable checkmarked even when they are not actually grantable. It looks like any applied permission will have this behavior. It seems to be just a cosmetic problem and the permission is not actually saved as grantable when saved.
I believe the code in question is in Open-ILS/
