Acq: Provider Context Org Unit drop down menu not scoping properly

Bug Description

Evergreen 2.3beta1

The Context Org Unit drop down menus on both the provider listings page (Admin -> Server Administration -> Acquisitions -> Providers) and within a provider are not scoping to the user's org units but instead are showing all org units in the consortium.

In 2.2 only the user's org units show.

This bug is fixed in 2.4 Beta. Only the user's org units show now.

Confirmed on two different 2.4 Beta test servers.

And it's still fixed as of 3.0. Setting the bug to Invalid since it's no longer an issue.
