Firefox/XULRunner 15 is out, we should bump version numbers

The branch below bumps version numbers up to 15.0/15.* in one commit, and in a second one provides a Makefile target (bump-xul) for doing so more automatically.

The Makefile target will help both with bumping in the future and for local groups that want to bump the version they are installing to the latest themselves.

Just tested this branch and the new makefile target works as indicated, "make bump-xul" put me up to xulrunner 17.

Working on testing the actual staff client use next.

The branch works as advertised for me, but it's still an open question how far we can or should take xulrunner safely up in version number before we have issues.

Given that we know that new versions of XULRunner remove E4X and multi-part streaming support (and will correspondingly break parts of the Evergreen staff client), we should probably just drop this for now... despite the obvious threat introduced by running a XULRunner with many, many known security vulnerabilities at this point.

In any case, I'm going to remove the milestone and pullrequest tag.
