Hold un-cancel does not clear target loops

Bug Description

Evergreen 2.1+

When set, the org unit setting "circ.holds.max_org_unit_target_loops" determines how many times the system will target a hold at each targetable branch. When a hold reaches the max-loops, it is canceled. If the hold is later un-canceled by staff, however, the originally tracked loops are not cleared, which means the hold will be immediately canceled again when the targeter is run.

Ideally, the number of available loops would be reset so the hold can go through the full targeting process again.
